What does the question mark card mean in Monopoly?

The ? space is Chance. What the question-mark card does, how Chance differs from Community Chest, and which cards matter most.

The ? is a Chance space

On the classic board, the question mark marks a Chance space. Land on one and you draw the top card of the Chance deck, do what it says immediately, and return the card to the bottom of the pile. There are three Chance spaces, spread around the board so one is never far away.

Chance and Community Chest are different decks

Both are draw-a-card spaces and they are easy to mix up. Chance spaces carry the question mark; Community Chest spaces carry a chest. The decks behave differently too: Chance is weighted toward movement, sending you to a named square, to the nearest railroad or utility, back three spaces, or straight to jail. Community Chest leans toward fixed amounts of money paid or collected. Each deck holds one card that gets you out of jail free, which you keep until you use or sell it.

The movement cards are the ones that decide games

A card that only pays you a fixed amount changes very little. A card that moves you can make you land on a developed property and pay rent, hand you a property you were not going to reach, or push you past Start so you collect salary on the way. Read where a card sends you before you put it back, because the square you arrive on still resolves normally.

The equivalent in Kiraya

Kiraya uses the same idea with its own decks. Each map names its own: World Tour draws Passport cards, Harborline draws Tide cards. Kiraya also has a separate Surprise tile marked with a question mark, which is its own effect rather than a card draw. Everything a card does is applied by the server and written into the game log, so there is no argument about what a card did.
